It's in the Canon Companion, pg. 50. Victory line, base is 2/4 and a +2 helmet is available which does not count towards layering penalties, like the forearm guards.

I'd give Fenris until Monday AM PST. He's running tabletop games all weekend.

Edit: I'm also not sure if he has received characters from all the players in both of his teams. Patience thus becomes necessity.
