I tend to think Unarmed, since you're not "wielding" them in the same way you would spurs. Also, "Cyber-Implants" is listed as a possible specialization for Unarmed Combat.

Since they're implanted, wouldn't they be equivalent to Natural Weapons?

In 4th, Unarmed Combat skill (also known as hand-to-hand combat) governs the use of combat techniques based solely on the use of the individual’s
own body parts. (SR4A pg 122)

This usually covers Cyber Implanted weaponry like razors since you are using the same range of motions.

However if the cyber implanted weapons were in unusual locations like a cyberspur that pops out of the elbow or such, then it falls under the Exotic Weapon skill or if it's a cyber implanted gun then that falls under Exotic Ranged Weapon skill. (SR4A, pg 122)

In SR4, it is blades ("This skill is used for cyber-blades implanted in the hands or forearms...") or exotic melee weapon "cyber implant weapons in unusual locations..."). The unarmed specialization applies to things like shock hands.

Slightly off topic, but they changed it to Unarmed in SR5 again, right? For both Spurs and Razors.
