Quick answer: Yes.
Longer answer: Cantonese is a distinct language from Mandarin and Chinese is not a language skill, so you cannot specialize there either.

An explanation: language specializations are for dialects, like English (Street), or English (Connery)

Best part about speccing in Connery, it means you can fake any accent as needed! Scottish, Irish, English, sure... But how about Spaniard raised in Japan? Or Russian? It all works!
