While your point on astronomy is well taken, and quite appropriate, just in terms of environment there are two factors that screw that up to some extent:

a) local topography and meteorology tends to make it get darker sooner

b) local public lighting facilities in well-to-do areas mean that it doesn't really get all that dark.

But for Owl's purpose, call it around 6PM (because the hell with DST, and because of local topography).
