IIRC, Orthoskin carries no penalty. Also the FFBA is due to the "custom" fit. One could easily argue that Alphaware and better cyberware armor carries lesser to no penalty on CP and Quickness due to the "custom" aspects.

Form-Fitting Body Armor doesn't get the penalty because it's form-fitting and, the big one, because it's light and you almost forget you have it. Cybernetic armor, and especially body plating, is anything but (even if they rarely give weights for implants).
