Where does it specifically say that you can use spell points to initiate in character creation? If it is even possible at all and i'm not just confused.

As far as I know you cannot initiate during character creation.

It's in the Shadowrun Companion, in the part with the Build-Point character creation system. I think it's under "Resources".

SR3 Companion, p15 under Resources. It's an optional thing, too.
