I presume Backgammon is thinking most weapons manufactured by humans might not work so well in the hands of blind people with claws instead of fingers and freakishly long limbs in the case of the native African ghoul variant. Naturally, astral perception negates most of the penalty for blindness in this case.

On the nails front, since the Shadowrun Companion and other books talk about ghouls being able to pass as uninfected with some work, I figured that some serious nail work should be able to take care of that. As for the arms, as long as they're both the same length that shouldn't be a problem for a lot of things except clothes and some armours IMO.

Just a pointer. A couple of African locations are described in SOTA:2064. Though they're not very detailed, at least Addis Ababa and Azania get a mention.

The Dark Continent is not dead, maybe Africa gets a better Shadowrun treatment further down the road?
