So, basically, what it's saying is that you can get sensors that are really good, withought paying the extra cost of Sec or Mil grade? And, i'm assuming that you can only have enhanced up to your regular sensor rating, right?

Well, they are appropriate for audio and visual surveillance, but don't come with all the extra gadgets that regular sensors have. I take the text to mean that they work great for long-distance surveillance work and absolutely lousy for vehicle/drone combat rigging (since you will be missing radar, sonar, and everything else).

Just for reference, Regular Sensors apparently include Audio/Visual systems, Thermal, Radar, Ultrasound, and Identification, Recognition, and Tracking software in Rigger 3. In SR3, it says:

Rating 0 sensors include rangefinders, as well as ultrasound and laser proximity detectors. Rating 1 sensors include proximity detectors, rangefinders, video (but not trideo) cameras, basic radar, signature-recognition software, and low-light and telescopic magnification. Sensors rated 2, 3 and 4 include all of those components plus thermographic imaging. Rating 5 or higher sensors include all components previously mentioned, plus flare compensation.


From reading the Sensor Systems table from Rigger 3 and the Enhanced Sensor Systems table, they appear to be identical. So you are paying the same price for either a comprehensive package appropriate for a variety of situations or a specialized package that can do long-distance audio/video. Great for a Blimp spy drone, lousy for other rigging.
