According to Rigger 3, neither of the suspension upgrades need to adhere to the base chassis limitations for handling at design. But, an offroad suspension, which is compatible with the regular suspension improvement, also adds 1 to the on road handling value.

Now, the question, do you think this should NEGATE the max improvement that you can get with the regular suspension, or just raise the current value, letting you "buy back" the lost rating?
