I just got done reading the matrix section. it specifically mentions "Proactive IC"
Since it distingishes between proative IC and all IC, there must be another type of IC right?
So where are the kinds of reactive IC?

The first two things that come to mind are Data Bombs and IC rolled into an encrypted file that activates when the file is decrypted. Check on p 222 for some ideas.
