The Shock Frills do 6S(e) damage and the gloves do 5S(e) damage.
Can they both be used at the same time? The glove are are triggered by impact and the frills are used via unarmed combat.
Does this mean an adept can deliver a non-lethal blow (extra stun damage) with +11S(e)? +11S(e) is probably enough to knock most people out regardless of any extra damage dealt.

No, because only the gloves come in contact with the person in normal punching style unarmed combat. So only glove damage would count. If you were grappling then frills would count as the gloves require an impact which your not realy getting when grappling.
Don't have manual with me but I think Frills may kick in if someone punched or grappled you.

You would be attacking with either the gloves or the frills, since the use of either is an Unarmed attack (that is, a complex action). You could make a case for attacking with both simultaneously, but it would probably split your pool in a similar fashion to shooting at someone with two pistols.
I think the main difference would be that shock gloves are relatively obvious, whereas shock frills are something you could work into your clothing without, say, wearing thick insulated gloves indoors on a hot day.
