Just popping off a quick one here to see how this should be "offically" handled. The commandos put out the initial Denver booklet in one of the newsletters, and in addition to general info players could use to flesh things out, they included a list of a few fixers in the area. these Fixers later appear in adventures and you can recieve their contact sheet (representing the contact's loyalty rating by the number of contact sheets you have) What if you had a player who wanted to use these fixers during character creation? So say I come into a game buying Migul S. (for say 5 BPs, since he's listed as 3 Connection that'd be 2 loyalty) Can a player do this. Also, when you begin recieving contact sheets, does this increase his rating?

First off, yes the contacts in the Commando Quarterly article are certainly available for starting characters to take as contacts at character creation.
If a GM has a printout of a contact that a player has purchased for their character, then they're absolutely encouraged to give it to the player. whether or not they've played the adventure. But it's not like a player absolutely HAS to have the appropriate hand out.
If a character earns a contact that they already have (whether from character creation or from a previous adventure), then that contacts loyalty increases. (Generally to a maximum of 4.) This is explicitly spelled out in the Picking up the Pieces portion of each adventure.
