On the one hand you have the star which is described to have nice toys like rotodrones with MMGs in them and other fun toys. On the other you have maurading go-gangs.

Now go-gangs could run wild in E/Z rating neighborhoods. But gangs are described in Bellvue and so on. Any reason why something that obvious doesn't bring out a hard response (gang starts shooting at some people in a car, rotodrones a quarter mile up that have been tracking them get their clearance to fire and clean house).

Assuming there are good reasons the next question is how do things balance out. That is how high in the neighborhood ratings can a go gang operate before the black mariahs and such roll out. Typically I play that they can swoop through A rating neighborhoods or loiter a little if they aren't actually breaking a law just then. Whereas in AA and AAA neighborhoods they get descended on pretty quickly. C neighborhoods generally feature gangs at least during the night but the star will swoop in if things start getting out of control.
