OK, what rules exactly should we be using for the Named NPCs in the Cast of Shadows? Prime Runners?(I have always used the Named NPCs as Prime Runners with Edge, individual Physical and Stun Monitors) Or is there a custom SRM rule for using them?

Or am I using them wrong? Do Prime Runners have a seperate Physical and Stun Monitors like the PCs?

I'm afraid I don't understand the question. You're correct that Prime Runners have Edge and Individual Physical and Stun monitors. Some SRM NPCs have all three, most do not.

Since a post of mine got this started I thought I'd better post a response.

I haven't taken the time to confirm that the SRM Cast of Shadows are built to meet the "Prime Runner" categories, the point is they don't need to be - they're definitely not Grunts.

"Prime Runners" are defined in SR4 as "(...) signature characters that appear over the course of an adventure(...)" and "(...)a prime runner is the equivalent of the evil mastermind, the mastermind's chief henchman, or the femme fatale. Most prime runners oppose the characters as chief antagonists, but some may be neutral, helping or harming the PCs according to their own personal agenda" (which pretty much covers every role a named NPC usually fulfills). For all intents and purposes a Contact is simply a type of pre-generated Prime Runner (by the RAW definition). Another definition for "Prime Runner" could be "Named Character".

"Grunts," on the other hand, are defined as "groups of similar NPCs" which "gamemasters might find it easier to handle (...) collectively as a group. NPCs that can be grouped together this way are known as grunts." Grunts get a Professional Rating, Group Edge, and a single Condition monitor in combat.

For instance: Base 13, the go-gang leader in the Hubris and Humility SRM module, is definitely not a Grunt (by the definition above: he is not presented as an integral part of a group of similar individuals, he has no Professional Rating, and no Group Edge) - which means he is a Prime Runner/Contact (per the definition above).

That said. the Prime Runner categories are intended as guidelines and not hard and fast categories every named NPC needs to adhere to.

I know that as a GM, I never bother with comparing my NPCs with the Prime Runner categories when designing them - I design them to fit the needs of a particular scene, adventure, or level of opposition (though for the latter I do use the Prime Runner categories as reference benchmarks). I may not even fully stat a named NPC if I think its unnecessary - there's nothing wrong with having NPCs that don't conform to the aforementioned categories since they're guidelines and not intended to be all encompassing. I have Lofwyr's Scale as a recurring NPC in my campaign who would qualify as an "Ultimate" level Prime Runner and is way beyond "150-250 percent of average PC total" in BPs... nothing wrong with that. There's no reason a gamemaster can't introduce a fully stated named character that to conform to the Prime Runner category. The Prime Runner rules simply intended to balance NPCs and PCs relative strengths.

Base 13 may or may not have been built using the Prime Runner rules as reference, which is perfectly okay since he's obviously not a Grunt (and hence subject to those rules).

It varies. Refer to the individual characters. We always specify.
