Huh? Yes, create NPCs. I'm guessing you're a new GM, so keep in mind that you do NOT put as much time into NPCs as you do PCs. NPCs do not have to be built using any rules. Just put numbers that make sense to you, and the gear you want them to have.
You should also get the Critter book, since it can be useful.
And, you can also tweak existing NPCs.
Basically, you're the GM. Do whatever you want.
