Maybe someone can clear this up for me. Big D had the Or'zet Codex for God knows how long but wasn't willing to give it to orcs till after he died? Not really the actions of the saviour of metahumanity, now is it?

Teach an ork to speak, and it will always be a gift. Let an ork teach himself how to speak, and it's something he's earned for himself.

Or simply forget the fluff when you write core-books so that you can give such phrases to your community.

LOL, I would be proud to learn the language by myself but being teach allow you to have no accent ! (or minimize it)
