Two teams must build weapons of destruction from throughout history and attempt to kill each other using just items found in a junkyard...
Thoughts?

what's to keep this from devolving into a club-fest?

Snipers.
The competitors have to create the same type of weapon. Item of the week sort of thing.
So, Automobile Chariot-Battles one week, Cannons the next, Catapults the next, and so on...

I like it.
Certainly has potential.
You're going to need "Random Salvage" Lists to find what you find in the pile.

Along with a way to determine what parts are still working or are repairable.
I remember one episode of Junkyard Wars where they found a compressor from a spray-paint system which was perfect to pump air into the team's diving suite. Except that the motor was dead. They ended up powering it by hand.

Oh wait... Found one.
And you don't know what you get and in what condition until you try it.
Along with a way to determine what parts are still working or are repairable.
And definite knowledge checks to recognise things.

Say the location is random places in the barrens-type areas. The teams can scavange/appropriate whatever they find.
An adventure hook: They happen to pick the building to 'search' where the team is hold up in a safe house after a run, so now they have to deal with contestents/camara drones/lights/etc

Someone, i think it was Chuck (sorry man i can never remember your last name) wrote a similar themed adventure for cons. It was pretty bare bones but basically involved the contestants being put into a wierd mix of junkyard war and demolition derby. Officially the violence was supposed to be limited to the track but that's not really the way it worked out. The runners were a ringer team hired by the mob to fix the contest. Good times.
