I've been GMing for about close to six months now I've read through a few of the source books and things, but there is one thing that still remains a mystery to me, fringe cults. What are they, who are they, I can't even venture a guess. What book would I find them in? I tried the 6th world wiki but there was no entry when I checked. Any help would be great.

Fringe cults would be truly extreme groups, like sub-cults of the Children of the Dragon who believe that all non-"dragon blooded" should be cleansed from the face of the earth or similar. Frequently they represent the truly extremist elements of more mainstream organizations like Humanis, TerraFirst!, or a magical group.

Para nobilis
Bunch of elf posers that are back to nature types. Run around in furs with bows killing all elves that don't conform to their "enlightened path". Almost literally wanna be daisy eaters.
Once again, to my knowledge, none of them are actually elves. They have glue on ears. hosers

You might find inspiration from Threats and Threats 2, or create your own fringe group either via magic ways (create a magical group, from MitS) or mundane ways (like creating a gang...I believe Underworld might help you there).
What style of group would you looking for? Magical/Mundane? Conspiracy/Cult/Political Organization?

Heck, a fringe cult could also be simply the fans and roadies who follow a particular musician or band, although cult sometimes signifies a more religious aspect to the group's focus.

Maybe think Cult of Personality. One wack-job, who can convince others to follow him. Speaker's way adept, anyone? or personafix BTL's? Ale'i Menatis, AKA the Atlantean Rebirth (YOTC, P48) would probably also be a good one.

Fringe cults can be harmless too. For example, in Seattle we have a local chapter of the Church of Elvis. Bunch of people get together on weeknights to dress up and sing Elvis songs. Pretty stupid, but they get their kicks.
Also, groups like Heaven's Gate (alien conspiracy) groups might fall into this category. X-files type of fans who've taken their sci-fi just a tad too serious.
