Though you could pull up someone's reputation score off JackPoint et al on AR and write an agent to quote rep scores as either less than or more than 9000.

You could--theoretically--measure the "strength" of a magic user's Magic attribute via Ascensing. Add Magic + Initiations together* and that gives you a rough idea of how strong of a wielder they are.

You'd probably only be able to point this "device" at a dragon and get a meager "It's over NINETEEN!"

Combine it (assuming you find some technological way to ascense an astral signature--likely with the "aura camera") with a cyberware scanner and add points based on implants and you could measure a streetsam as non-zero. Most cyber would probably rank at some fractional value. As an easy method metagame wise, use the base essence cost (not cost paid), though you might have to multiply by some fraction to get a sliding scale that roughly approximates magic (eg. 2 essence worth of cyber might not be worth exactly 2 points on your device, might be 1.5 or 2.3).

*Yes, if they have max magic, they're getting "2 points" per point of magic above 6, this is intentional, as metamagic does count for something.

The aura camera takes 30 minutes to capture an image of the astral plane, and things like leechbands only say if magic is there or not. I understand that within SR, tech and magic go together like a cheesemaker made of chalk. The best you can get is some biological interface where magical information is taken in by some Awakened being, fed into a recorder and then completely useless or inefficient.
