You are already putting your life on the line to relief Bob of his life. And if Bob's armor vest is so difficult for you to relief of, then mayhap he simply just shoot you and capture Lennie the decker instead.

Running away from the fight isn't going to greatly increase the chances of Mr Sam surviving the fight, so he has no incentive to stop shooting even if you just hosed his run. In fact, it means he probably not going to get paid(and his rep is going to take a hit already) and he might as well break even by shooting and looting since he probably is going to need to kill that dumb Bob the sec guard and since he is going to kill someone, he might as well spread more of the love around and break even by looting.

In a CQB situation, tactical retreat usually entails killing the guys shooting at you before moving backwards.

In my experience, if you come prepared, that usually isn't necessary. Especially when the goal of your enemy isn't to kill you, but to force a retreat.
