Well, picking apart the words...

Self-Contained - Contained in itself. :grinbig: (Basically, something that doesn't depend much on other things.)

Industrial-Residential - Probably having both industrial and residential sections. So, a large city like Seattle.

Environment - Gee.

The funny acronym was chosen by Renraku because scire means "to know" in latin. It's just a makerting thing.
