Sorry to dredge up something so achaic, but can anyone tell me what SCIRE stands for?
Self-Contained Industrial-Residential Environment.

All I heard was 'buzzword-buzzword buzzword-buzzword buzzword.' What is as SCIRE?
Well, picking apart the words...
Self-Contained - Contained in itself.
(Basically, something that doesn't depend much on other things.)
Industrial-Residential - Probably having both industrial and residential sections. So, a large city like Seattle.
Environment - Gee.

Another word for Arcology.
Well that isn't quite as fun. 
The funny acronym was chosen by Renraku because scire means "to know" in latin. It's just a makerting thing.
