...Why the hell can't we have legendary riggers, anyway? Hatchetman is close enough to being a legendary sam, but WHY NO RIGGERS?!

Rat-Tail is fairly legendary, as is Josie Cruise. For riggers. They need to keep a lower profile for the most part, since they deal in the real world. Deckers can be famous without stepping outside their house.
