That's just for attributes, skills have their own metric, based on whether you're buying knowledge skills (x1), active skills (x2), or skill groups (x5).

On page 4 (3 of 3) of the Changes Reference Document, in the Running the Shadows section, after Sleep Deprivation, the next few lines read: • The Karma Awards Table has been adjusted slightly as follows: • The Karma cost of increasing Attributes has been raised from (New Rating) x3 to (New Rating) x5 This was confusing to me at first, as they have flip-flopped on this rule.
