GOD... as i read this i couldn't stop laughing. I had the mental image of an intense firefight (drones/spirits) and one guy in an extremely tight chameleonsuit with his HUGE junk jumps in. And all drones and spirits just turn to him... look at each other, turn to him again and begin shooting lighting, fireballs, gel-rounds into his groin... not even stopping when he is down.

Seriously though a lot of these odd surge physical characteristics that are likely to give no in game social modifiers should probably be free because they have no game effect or at least the effect balences out. Some people like it some people hate it.

Or the odd appearance cost 5 bp because they are taking the place of some serious biosculpting, and possibly penile implant or even a sex change.

One could certainly argue that society's lightened up quite a bit about this sort of thing over the next 60+ years of Shadowrun universe, with pointed ears, Ork and Troll skin, etc, etc...but it seems to me like outright weird shit is still going to be outright weird shit, to more people than not.
