RAW the SURGE quality raises both minimum and maximum levels for a stat. So what exactly does it do to the "Deficient" stats some metatypes have?

For Example, if you have an Ork with Metagenic Improvement (Logic) at chargen do you get 2/6 (9)? What's your ruling dumpshock?

Yup.
Just like an Elf (AGI 2/7(10)) would get 3/8(1.5*8=12). The augmented maximum is a derived stat and so has to be recalculated.
