QUOTE (Metagenic Improvement (Attribute) @ p114 RC)
In game terms, the minimum and maximum values for one of
the character’s attributes (as listed in the Metatype Attribute Table,
p.73, SR4) are both raised by 1.

RAW the SURGE quality raises both minimum and maximum levels for a stat. So what exactly does it do to the "Deficient" stats some metatypes have?

For Example, if you have an Ork with Metagenic Improvement (Logic) at chargen do you get 2/6 (9)? What's your ruling dumpshock?

Yup.
Just like an Elf (AGI 2/7(10)) would get 3/8(1.5*8=12). The augmented maximum is a derived stat and so has to be recalculated.
