So . . the HOST weapon needs an UNDER mount and the CLIENT weapon needs the under barrel mod, right?
What's to stop one from attaching an under barrel modded client weapon to an OVER mount by turning it 180°?

No it does not. As written it says that only longarms, machine guns, and assault cannons can be made into underbarrel weapons. This however is as preposterous as saying both the host and the client need the modification.
