Well, let's take a slightly-above-average person (attribute 4), and give them Veteran Skill (rating 7) and a relevant specialization, for a dice pool of 13. On that basis, the following are the occurrence rates, in percentages, of the limit being a factor.

1,99.486176891383
2,96.146326685373
3,86.126776067373
4,67.757599934273
5,44.796129767973
6,24.130806618273
7,10.353924518472999
8,3.465483468572999
9,0.8823180748629991
10,0.16477213216499909
11,0.021262943624999087

For example, a Limit of 7 comes into play about 10.35% of the time.

Pg. 222 has a good list of "everyday" Matrix Actions:

Change Icon
Edit File
Full Matrix Defense
Matrix Search
Send Message

Of those, I would think Edit File, Matrix Search. and Send Message would be the most used. Edit File and Matrix Search involve tests, both of which are limited by Data Processing although one would presume that an "everyday" person would have sufficient MARKs on a file to edit it without having to roll a test to do so. The only remaining test under Edit File would be protecting files.

Given a combined dice pool of 7 to 9, you should see 2 to 4 successes most frequently. That even works out pretty well for the Matrix Search action as well. On average, most people would probably not feel held back by a Rating 3 commlink.

But there will be those who must have the latest & greatest of SOTA electronics, and will shell out the nuyen for that latest G#-whatever android smart-link (DR 6 knock-off commlink). (IMG:style_emoticons/default/spin.gif)

Number of marks is irrelevant there - the roll is to determine how many details you are able to edit with the action. If you have the dice pool for it, a higher limit means you can get a job done (make the number of edits you need to) faster.

The Edit File action states that each Edit File action accomplishes one thing. The only place where net hits matter is in the Editor CF, which allows you to treat each net hit as an Edit File action.

my only thought about it was, looking at our society, there are people who will go out & spend obscene money on minor upgrades, so they will take every advantage they can for games etc, Also the people who work with high end clients likely need high end electronics to keep them thoroughly engaged.

Then what is the Smartlink installed in?

To be clear, the rules DO NOT support this - Smartlink is available in only two forms: as a piece of cyberware, or as an enhancement added to a vision device such as glasses or a scope. There is no other means to have a Smartlink in the rules.

I know there is no other way to buy a smartlink in the rules. I'm alright with a smartlink being a piece of hardware needed to interact with the smartgun. I think it should be an enhancement of a generic kind that either is a visual enhancement or can connect via DNI, either by trodes or Implant. It seems odd it can work with DNI while implanted, but not through trodes. I even will accept the additional wireless bonus while implanted versus trodes, but I can't think of a good reason why using trodes wouldn't work. Other than it's missing option in the rules.

But there IS one that works with trodes.

Buy a pair of glasses capacity 1 - page 444 - 100 (IMG:style_emoticons/default/nuyen.gif)
Buy a smartlink vision enhancement - page 444 - 2,000 (IMG:style_emoticons/default/nuyen.gif)
Buy trodes - page 440 - 70 (IMG:style_emoticons/default/nuyen.gif)

Buy a gun with a smartgun system.

Now you can have all the benefits that someone who has a Smartlink installed in their eyes - page 454 - .2 essence 4,000 (IMG:style_emoticons/default/nuyen.gif) EXCEPT you only get +1 die instead of +2 dice as a wireless bonus.
