It is well over 20 meters across the intersection, that is a -3 dice for range, and even if you were closer, O'Conner's hot smoke affects you just like the Boys, so that's another -2. you can't even spend Edge and get a die to roll to hit.

Its either add to my defense with Dodge or take cover and impart, at maximum, -6 to enemy dice pools while suffering negatives to my own attacks. I'm better off with Dodge than cover. I think this is the first time Con's taken more than 2 or 3 damage in a firefight since we began on the mountainside.
