"Necessary changes being made" is the translation I have. It's a legal term, AFAIK, though here it's being used in a biotechnological context.
During WW2, Japan was asked to respect the existing treaties regarding POWs. The answer was something like "ok, but mutatis mutandis." I think we all know what happened next. |

OK, I think you need to explain that(mutatis mutandis) and the various other clues you scattered in the sourcebooks. Treat it as supplying game info as opposed to fluff write up.
