The SR3 book gives me the impression that the first elves were born in 2011 as part of the first expression of UGE, as opposed to the later Goblinization which took the form of random mutations. That seems to suggest that the ruling elves of the Tir's were 24 at the oldest when the council was formed, and no more than 18 when the Sinsearch moved over to Mount Rainier. It's not extremely far fetched, but it doesn't make a ton of sense. This would also mean that these Elves were even younger when they first fled to NAN lands. That's a lot of indipendant thought for ones so young, even if they are Elves. So the question I guess is whether these numbers are accurate or if there were random mutations of adults in those first years of the Awakening. Or if those early years were in part guided by the human parents of the first UGE Elves. Hope someone can clarify.
