It wasn't so much psychics as predictions. Ahnold was pretty outspoken about politics and very popular, so it was only a matter of time before he threw his hat into some race. Hell, look at the film Demolition Man. They said he ends up being president.

The Abstruse One

Arnold has been politically visible for most of his career, including high-level involvement in the Special Olympics since 1979 and his appointment to be Chairman of the President's Council on Physical Fitness and Sports under George H. Bush in 1990 (the same year in which PAoNA was published).

He's been toying with politics since the early 1990s, iirc, there was a story arc in Doonsbury with Arnold talking politics about then.
