Looking for a drone.
Surveillance, retrains and spotter platform

I’m trying to set up an aerial surveillance and retrains platform that would include battel tack capability while maintaining a civilian appearance. My plan had been to install the upgrades to a mini blimp but they won’t fit. Is there any other vehicle that could be used or should I design one from scratch with more CF (gm would likely allow but I prefer not to)

I’m also looking for good vehicles for command and control, drone deployment and team transport.
