Yeah, happens all the time in online games. If I remember correctly, City of heroes blocked chinese IP's for this same reason.
In 2060 the massacres are real.

15,000 dead or dead bounty on a serious Everquest camper. I already got her name an address from the company's server. Her home is only an hour's drive from us.

KID: Yeah, a while ago. So?
*Jay and Bob nod at each other, grab Dusky, pull him outside onto the lawn, and start kicking and beating the crap out of him*

It's a possibility, but it's a hell of a lot harder to farm on CoH/CoV. I mean, you can do it, but it takes a much longer period of time than WoW, Lineage or D2. Not worth it, financially speaking.
Explination for those who don't play CoH/CoV: In the game, you collect influence (CoH) or infamy (CoV). This is basically the money-system. You buy Inspirations (quick "pills to pop" to boost your abilities, heal you, return some Endurance, resurrect you, et cetera) and Enhancements (little slot-takers that enhance your powers). You can also purchase titles at certain levels, as well as new costumes.
Soloing a character can take a few days to get from 1-20. And that's if you play constantly. I'm talking minimal breaks. Level grinding by yourself is hard if you don't have your difficulty up and know how to pull mobs just right to keep from dying.
(And now, I return to playing CoV. Heh.)
