I've heard people say something about a max of 5 in magic or resonance at character creation. I can't find anything in the book about this. is it a house rule? also, I have a player that wants to take exceptional attribute for magic. the description of magic says it's an "attribute", and as far as I can tell it would be a legal choice.

Get him to explain away the lucky quality then.
Max of 5 magic is just a statistical preimum and Magic/Edge/Resonace are basically 'Special' attributes so they are not effected by the exceptional attribute quality.

Isn't the 6 dot in magic double the cost?

Exceptional Attribute only applies to Physical and Mental attributes. Magic is a Special attribute.
And you can start out with Magic 6, but the 6th point costs 25 instead of 10 BP, so most people rather don't.

also, the rules say you can't spend more than 200 points on stats, but some of the archetypes have 220 and 230 in attributes. any explainations?

Magic/Resonance and Edge don't count into the 200 rule.
