is rounding done in the characters favor? I have forgotten, and I can't seem to find the ruling in the book again.

I think it's in favor of the characters.
I know that the condition monitor's are in favor of the characters with a round up and drain is similar, though the Force/2 is rounded down (thus less drain). There's probably a counterexample somewhere, though.

I'll add a 4th pro-character vote. I don't recall a case where rounding didn't favor the player.

Of course, force/2 round up for drain and condition monitors rounded down is in favor of the characters when used for NPCs.

It would have been great if there was a blanket rule to always round up or always round down.

But NPC's are characters, thus you round in favor of those characters as a GM

This is what I always do. I just always round up. Sometimes the PCs get a benefit, sometimes they get screwed. I don't truck with a lot of obscure situational rules.
Unless those would allow me to more efficiently orchestrate the demise of the PCs under my tender auspices, of course.
