I have a player with a cyberterminal with 500Mp and the following Utilities.
Decrypt 6
Evaluate 5
Read Write 5
Sleaze 5
Computer Skill 3
If IC attacks him, can he fight back or just get crashed?

Unless those utilities are Adaptive, he can't run them. No Cyberterminal has an MPCP greater than 4.
That said, if he has an Offensive utility, he can indeed fight. You may allow him to use Improvised Attacks, but the text suggests pretty strongly that those only be allowed while using Hot ASIST (Matrix p122).
