If a vehicle or drone is active in combat but stationary, and it gets hit with an attack greater than it's Body, does it still need to make a crash test? Or do you just skip that part?

I would say it depends on the drone. is this a groundcraft or an aircraft? an aircraft getting hit will have a action/reaction, and need to maintain its balance most times (excluding LTA). ground craft general are fairly sturdy at a stop- unless it was an explosion from underneath, no test should be needed.
In the end, one must use common sense. what hit where, how much force does that represent in actual terms, and so on. bullets can penetrate a target, and punch a hole without putting very much force against the body of the drone as a whole.
