I`ve seen some good SR3 character generators, but i haven't been able to find
even one for Shadowrun 4th Edition...
does anyone know if there actually is a program of this kind for SR4?

There is one at
Shadowrun DATA LAND It's in french but you should be able to find the file you want. The program itself is in english.
