When acting on their own agents effectively get Computer, Cybercombat, Data Search, and Hacking skills = Pilot. Notice there is no EW skill. I can understand them not having Software or Hardware skills.
One result of this is that Scan, which is EW + Program rating, is difficult for Agents. If the commlink the agent is on doesn't have Scan program available, then the commlink has a default scan at rating 1. Assuming that not having skill means defaulting, that could mean a pool of Scan 1 - 2 for defaulting.
Of course one way to get around this is to load your agent with an EW autosoft, but I was wondering if this situation was intentional.
This affects agents performing other EW dependent such as Intercepting Wireless signals.

First, the Penalty for Defaulting is -1.
Second, you don't default if you got the Program but not the Skill - you simply let the Program run by itself.

When you act in multiple nodes, and your persona is forced to make tests in those you are not able to act right now, it only uses program ratings.
Also, defaulting only applies to tests using Attribute+Skill.

You can't default for Electronic Warfare tests.

Since it is an agent I would say that the examples on skills are a bit off. Just say that the Agent has Computer & Cracking skills equal to pilot rating (modified by response of course).
