When you say "tribal cloak," which tribe are we talking about, here?
Who is this guy?
[ Spoiler ]
Logic 4 + Who's Who in Capetown 3 = [3,6,3,3,6,4,4] = 2 hits
Also, Initiative.
[ Spoiler ]
Initiative (7) = [1,1,4,2,6,3,5] = 2 hits, Initiative Score 9

Sorry. Should have been more specific. Appears to be a variation of Xhosa.

Going to assume that everybody's rolled. It seems I'm missing somebody, but maybe it's just me. Everybody that hasn't rolled: I gave enough time, so I rolled to decide who would get intiative after those who did roll.
Carlos has first action, and he's waiting to see what everybody - especially Ming - does.
Action order:
Bunny (uh oh)
Ruff
An Shui
Ukhetshe
Jack
Shadow

Bunny will move to the nearest 'substantial' cover that she can take a knee or fall prone behind to get good or total cover. If there is something near the kitchen door that she could intercept anyone trying to pass through it in either direction that would be ideal but not vital.
You never said whether or not there was anyone else outside backing up the shaman and I intend to keep an 'eye' on the kitchen to make sure we don't get any unpleasant surprises from that direction.
Other than that Bunny delays and waits to see what happens.

Coming out of the restroom, the nearest cover is an opening before a half-wall where the cash register is. The entrance to the kitchen is about 50 feet away, but in clear sight.

Sorry. As far as you can tell, there is nobody outside. There are people inside the kitchen, but they seem to be standing still, probably in shock over what is happening. (Tubby shaman is not being quiet nor subtle.)

Ruff will measure the distance between himself, his seated team mates to the waiter and the shaman.
Otherwise unless he has violence directed at him or his team mates will attempt to finish eating his meal and red tea. ie hold his action.

An Shui extends spell defense to his comrades. At this point he has no reason to become involved, nor by action bring attention to himself or his team mates. I figure a summoning or casting, even for strictly defensive purposes, would not only catch the attention of the very magically active force but also possibly cause them to take premature actions in their own defense. Other than that, he holds his action, remaining observant of the situation.

Based on the overwhelming responses, I have decided this about Jack:
I will run him, but he will play a minor role in this mission, after which, he will be departing. Incidentally, after this one is completed (around 2013, at the pace we are going), I will open up recruiting for a new hacker, unless one of you want to make a new one.
Also, let's see if we can move this along. I've been burning with anticipation about how this is going to go down.

Here is mine off the top of my head:
- What are the bloggers saying about Jahzara Senkafa?
- Any recent rumors about the Horizon Africa compound downtown?
- Cross reference Horizon and Sunny Afroflash music for violence or extractions
- Run up a profile on Jahzara's parents. Find out who they are and, if possible, why she won't speak to them.

WMS: No tribal political issues involving Jahzara or her parents. They are nominally involved in the tribe, mostly coming to social events, but nothing significant came up on your searches.
There are, however, some people who are irritated about the Sunny Afroflash music scene in general, wanting to know when a legitimate African is going to be involved; one poster said in response on a blog that Jahzara could just be the big African star that the scene needs.
The search also took a little longer than it should have, finally completed and filtered about 9:45 pm.
