This one may be more inspired by the Assault on the Summit. Sounds like the lead on the team was inspired by losing his legs to frostbite in a mountain climbing incident.

sprinter with legs/ sprinter with prostheses is apples/ oranges. They don't belong in the same foot race.
the excelent point made was about the length of stride. In many aspects the benefit of cyber replacement is that it's non-analagous to the natural bodypart. Thus, you have increased functionality. I wish the rules in the book did a better job of reflecting that in options for Obvious limbs.
