So if I had a Str of 6 and I boosted it to a 9, would my drain value be 9? or would my drain value be 3?

The Drain is equal to the power rating of the Attribute Boost ability. In other words, if you had Strength Boost: 2, your Drain would be 2, regardless of how many hits you got on the test to boost your Strength.
