Intelligent mines like they already exist IRL

Coo' stuff.
Having high-rated detectors (chemsniffers in particular I presume) linked to mutually high-rated ECM, or something.
Can ECCM be hooked up with any kind of transmitter?

You could link the detonator to the cessation of a signal rather than the presence of one, IE if no signal is received for 5 or 10 seconds, detonate. Loss of accuracy but it's an acceptable backup as long as you're certain of your signal strength.

Most radio detonators are not smart. Any broadcast on the selected freq will cause a blast. As jamming is done by filling the freq with noise, jamming would be counter productive, and immediately set off the explosives, if a dumb detonator was used.
Although, in a situation like the one in the artical, there are other ways to delay or defeat the signal. Their method is very short range though.
