Could a character, per the rules turn themselves into a cyberzombie? If so how would it be done?

No. During the ritual you die. That is the most obvious obstacle.

Plus you need a team of medical experts and magicians, all acquainted with the ritual in question. Kinda hard to do surgery on oneself, I'm thinking.

Plus, with a Magic attribute of (1), i wouldn't attempt the final binding test.

Practicaly no. in fact NO!
Theoretically yes. Due to arranging the necessary teams of specialists and ware necessary, then submitting to the process and hopefully not shuffeling of the mortal coil.

I think theoretically no, as well. I don't believe you can cast magic on yourself while you are dead. Like, don't try to use the binding skill on yourself when you don't have a pulse. You default to "dead" or "0 dice"

If by the title you mean 'could you pay other people to do it for you' then yes. Why on earth you'd want to I don't know as the cost and downsides are horrific. Especially when you factor in the debt to the people who made you.... (Who are probably in a perfect position to ensure you repay them for the rest of your existance.)
Otherwise nope. After all the description alone seems to involve numerous mages and highly skilled surgeons etc.

Maybe if you had a very strong ally spirit(s) and some top notch drones to do the surgery. Have the spirits do the spellcasting and the drones do the surgery, but in all practicality, no.

But think of the advantages!
Okay, immortality doesn't seem so promising if it lasts only 10 years...but besides that, it's great!

Spirits don't have access to the Binding skill, so this wouldn't work.

I was thinking it would make an interesting BBEG plot. He hires runners to help make him into a cyberzombie. I just wanted to even know if it was possible before spending lots of time brainstorming an idea that won't work

Thanks!

Oh, but he could be hiring the runners for a number of very specific extractions. Or, maybe, the reagents for the ritual. Or both!

You need a Delta quality clinic for the surgery and ritual. It might be an interesting campaign to get it all set up.
And if you succeed you get to where a black lther body suit and a plastic helmet and breath like a severe asthmatic for 26 years.

Well, Technically speaking it WOULD be possible to start the game as one.
1. Get the contact "Delta Clinic" with high ratings
2. Add more contacts like "Cybermancy Mage" and/or Cybermancy Specialist
3. Get the Ware: Invoked Memory Stimulator
4: Get "Astral Hazing" negative Quality for 10 points COST*
5: Build your CZ
*Astral hazing in this case counts as a Positive Quality as it includes the 1 magical rating and the fact that it does not affect the character in a negative way as per the ZC rules.
Add negative qualities equal to Negative Essence X10 Points minimum instead of rolling dice.
Delta grade ware or cheap essence unfriendly ware probably wouldnt matter, it can be a "low-tech" clinic and perhaps the character is an older model that has been a CZ for the last 10 years, thus making his ware obsolete but he must go back to the clinic for checkups and medical help.

Now I am giggling at the idea of a CZ done on the cheap.

Yes. But unfortunately as it dies it turns into an NPC.
