Naga changeling with shiva arms. Does it work? How useful would it be?

Every GM I tried this character SURGE combination, just gave a flat NO.

By the rules yes it can be done, take the level of SURGE that would enable you to get shiva arms, so if you went whole hog, with 4 arms.

But being a Naga would gain you some of the unwanted attention like the rules state, a 4 armed Naga would get you even more.

Better yet, do 1 shiva arms and 1 satyr legs. Now you're a snake with arms n legs!

Certainly less squishy than combining Cephalopoidal Skull with Proboscis.
