I did some digging around trying to find out the mechanics behind landing the hit for the spell to take effect but have had poor results. Based on what the rule book says, both spellcasting and unarmed attacks are considered complex actions. To me, that would mean that the dice pools would be split. Is this the case or does the caster get the benefit of full dice pools since the unarmed attack is not intended to harm?

The unarmed "attack" is part of the Complex Action required to cast the spell. You are not required to strike the opponent, only touch him. As such, you receive a +2 modifier to your Unarmed Combat roll, & you win on a tie.

Also, touch spells could be used when someone grapples you or is restraining you. Useful suprise if they don't know your a mage.
