The Infection Power:

Can the vampire chooses to use this power or is it a automatic when he is feeding?

I would think that unless the Vampire reduced the targets Essence to 0 then no infection would occur. Thats how I read it in the SR 4 Ed. critters powers. So she has a choice...drain the poor Slot dry and create another Vamp or leave him hovering just at deaths door.

The Infected can choose whether to infect someone or not depending on their virus strain. If they have the infected quality, then they can choose whther or not to infect their victim. In this case, the victim either resists the disease (and dies) or fails to do so (which can be done purposefully) and becomes an infected. If the Infected character does not have the infection quality then any unprotected contact with the character or his bodily fluids exposes the victim to the disease and is resisted normally (in the same way as a toxin). For more information read pg 83 of RC.
As a side note, a player can burn a point of edge to resist Infected who have the infection quality and simply die instead of turning into a vamp or whatever.
