Whenever a popular sex club is firebombed, whenever a martix orgy is attacked by Black IC, any time some madperson lashes out against sexual pleasure, there is a good chance that Kellog is behind it.

Kellogg isn't a fighter, he's a string-puller, preferring to let his army of scientists and thugs to do the work for him, without even knowing that he is the one pulling their strings. For those times when he cannot trust outsiders to get the job done, he maintains a secret cabal of ascetic Kung-Fu adepts, masters of Rooster and Tiger styles, who have ensured their chastity by practicing ritual genital removal.
